Payment Transformation Global Payment Rates – July 1, 2018   HMSA met with EHI IPA last week to present proposed new global payment rates effective July 1, 2018. HMSA just sent each PCP a letter explaining the new methodology. They asked the IPA as a group to approve moving forward with the new rates. We have a choice to stay with the current rates or select the new rates. The new rates take into account quality performance, past FFS revenue, GET tax, and overall panel risk. There are separate rates for each line of business: Commercial, Medicare & Quest. They provided us with a de-identified list of providers and their current rates compared to the new rates + a blank worksheet for each provider to calculate total dollars under each method. EHI is preparing a letter to HMSA leadership asking for additional PMPM (above what they are offering), FFS payment for in-office procedures and additional funding for each new patient visit. The Board will be asked to approve going to HMSA with this proposal. The IPA also has the option to delay implementation of new rates to the Fall but we must ask for this as a group. We are currently doing an analysis of the rates and its impact on our group as a whole. We will share this analysis and additional information as it becomes available.
