HMSA Payment Transformation Announcements

Patient Attribution and Patient Attestation Forms —  PCPs are asked to follow these guidelines relating to Patient Attestation Forms.

  • FAX the Patient Attestation Form to HMSA when adding an HMO, QUEST Integration, or Akamai Advantage member to your panel on Cozeva. Forms must be complete with the member or authorized representative’s signature.

  • DO NOT FAX forms to HMSA for PPO members.  Providers should keep a copy of the form in their medical record. PPO members don’t need to call HMSA to designate their PCP.

General Excise Tax (GET) Collection  —  There is confusion and concern over how and whether to collect State of Hawaii General Excise Tax (4.166%) from patients who are attributed to PCPs who are part of the global capitated payment system (Payment Transformation).  There is an effort among many of the IPAs around the state to get clarification around the collection on this tax from HMSA.  Please see the attached Open Letter to Hawaii Physicians Organizations  prepared by Akamai Practice Management regarding this issue.

Hawaii Health Information Exchange (HHIE) Annual Subscription   HHIE recent gave a presentation/demo in Hilo and webinars.  See attached information about their system.

The EHI Board decided to subsidize subscriptions for up to 10 providers for one year.  Please contact Jane at jbontuyan@ehiipa.com if you are interested in the subsidy.  First come, first served.

eClinical Works $155 M Settlement   EHI asked our E H R consultant to research and assess the risk to our providers who have signed or are signing eCW agreements.  The Board reviewed the assessment and did not rescind its decision to move forward with supporting implementation of this system.  The consultant will review the details of the settlement and its impact for eCW providers at their kick off meeting on June 14.  Please contact Jane at jbontuyan@ehiipa.com if you would like a copy of the assessment.
